A registry of Venues indexed by scoped URN. Mirrors ContactRegister.

Members carry urn: urn:edoxen:venue:{scope}:{local-id}; the register’s scope MUST match the scope segment in member URNs. See Entity resolution for how ref / local_ref / inline venues resolve.
